What this produces, and what it will not

It produces:

• Each scope item marked as documented, unclear, or absent, per proposal.
• Items where the proposals disagree with each other.
• The specific question to ask about each gap.
• A count of items still open, per proposal.

It never produces:

• A recommended proposal or a winner.
• A score, rating, or ranking of a contractor.
• Any assessment of whether a price is fair.
• Any content for an item the user did not mark — a blank stays blank.
• An inference that an unmarked item is present.

Where your answers go

Nowhere. Everything you enter stays in this browser tab. Nothing is saved, sent, or recorded, and closing the tab discards it. Print or copy the result if you want to keep it.

Mark up the proposals

Work down the list with each document open. Mark an item documented only if you can point at where it says so. Anything you have not checked stays unreviewed — it is not treated as present.

Limitations

• This records what you tell it. It cannot read a proposal and cannot verify that a documented item is documented correctly.
• A complete proposal is not the same as a correct one. Technical correctness is a professional judgement.
• This does not choose a contractor and does not evaluate one.
